Duplicate Content Penalty - Myth or Fact

There is a lot of talk about duplicate content on your website. While there may not be a penalty for duplicate content there is also no reward for your site publishing content over and over in multiple places within your domain name. This is used as a way to promote your expertise, promote your website, and receive in bound links. For now keep the content within you site unique and relevant to the user and you won’t even have to worry or think about a duplicate content penalty.

    Wonder what your thoughts are on this real life scenario:

    -Person has a blog that consists 100% of reposting articles from other online sources, mostly from the major news outlets online
    -They don’t even bother to link back to the source or even credit the original source
    -The blog has about 100 links to other blogs (and presumably most of them link back to it)
    -The blog has a consistent page rank of 4 and enormous traffic flow
    -Person is not me, but rather one of my competitors

    Do their links outweigh their blatant ‘duplicate content’? or am I totally misunderstanding what duplicate content means?

    this website’s incredible page rank has always baffled me.
